American Recovery and Reinvestment Act of 2009

As the federally designated transportation planning agency (or metropolitan planning organization – MPO) for the Grand Rapids Metropolitan Area and in response to the American Recovery and Reinvestment Act of 2009 (ARRA), the Grand Valley Metropolitan Council (GVMC) has worked with our members and the Michigan Department of Transportation (MDOT) to compile a list of transportation projects. Within the GVMC MPO Area, which includes all of Kent County and parts of Eastern Ottawa County, approximately $92 million dollars of the $853 million in ARRA funds set aside for transportation in Michigan will be spent by local road and transit agencies and regionally by MDOT. 

As part of the project identification phase, GVMC staff held a public meeting at the Wyoming Public Library on March 11, 2009, to invite comment on the proposed projects.  The public was also encouraged to attend our regularly scheduled Policy and Technical Committee meetings as the project lists were refined. After the public involvement period closed, the GVMC finalized a list of transportation projects that has since been amended into the fiscal year 2008-2011 Transportation Improvement Program and the 2035 Long Range Transportation Plan, as appropriate. As part of this amendment process, the GVMC also conducted an Air Quality Conformity Analysis to assess the potential impact these projects might have on area air quality.  The results indicate that the project changes and additions do not adversely impact air quality and that the MPO remains well below the emissions budget set by the Environmental Protection Agency (Federal Register Vol. 72, No.94, May 16, 2007, Sec 521174).  

Work for ARRA funded projects is anticipated to begin during the 2009 construction season.
