Grand Rapids Limited Orphan Maintenance Area (LOMA) FY2026-2029 Transportation Improvement Program (TIP) May Amendment and New Conformity Report Open for Public Comment (May 12th - May 19th)

Projects in limited orphan maintenance areas (LOMAs) and orphan maintenance areas (OMAs) are required to be evaluated by the Michigan Transportation Interagency Workgroup (MITC-IAWG), and a special meeting was required to amend the Air Quality Conformity report in May, as described below.

GVMC and committees will take action on the TIP as normal in May; however, there was a project needing an amendment triggering the need to have a new conformity report. JN211694 is now being reclassified correctly as non-exempt. To adhere to a tight timeline of getting Interagency Work Group (IAWG) concurrence for reclassification and to get FHWA & FTA support, we now have the new draft conformity report ready here for public review. Following a week of public comment for the attached report, ending on May 19th, we will bring a resolution to our Policy Committee to sign on May 20th.
