TIP Amendment for Kentwood & Grand Rapids to Accommodate a Fiscal Year Funding Swap in FY28 & FY29 Involving Kentwood’s Eastern Avenue Projects and Grand Rapids’ Kalamazoo Avenue Project

Kentwood has two separate Eastern Avenue projects in FY28 and FY29 and would now like to fully fund both projects in FY28. Kentwood will be flexing their FY29 ST and STU funding in exchange for STU dollars that were previously allocated to Grand Rapids in FY28 for Kalamazoo Avenue (JN223804) . Grand Rapids will still construct their Kalamazoo Avenue project in FY28, but will advance construct it using the FY29 dollars that were traded from Kentwood. A memo detailing the exchange can be found here. This amendment is being handled through special committee action as an urgent amendment. This procedure is outlined in our Policies and Practices document and is only used when waiting until the next Committee meetings to process a project change would negatively impact project delivery. This amendment was signed of by both our Policy and Technical Committee chairs on 9/23/26, and as a final measure, will be brought to our committees as informational in our November meetings.
